imho definition of "hold" extends to nodes, and so I also think that L2+ is most fit to the scale of chambers of commerce and city government. as cost of computation approaches cost of electricity, the protocol that can manage the most optimal mix (or intent) of validated foreign environments per hold will consistently discover the novelty upstream of market share. has anyone checked out Code is Law? https://www.imdb.com/title/tt35931420/

weird, dropped an embed. "what should Ethereum capture" is naturally inclined to the concept of land-managing, and there has to be a loop from "lǣtan" to low-cost-of-coordination. e.g. an offgrid node still taxing for radio internet but delegating open field to RWA holders (mutual interest), or an ERC-wrapper quadratically funding a common dependency. https://farcaster.xyz/m-j-r/0x2b6315ca
