Chomsky. Foucault is too focused on semantics and is using arguments that are stuck in the theoretical space, even though still valid, but are detached from reality.

My argument against the last point of Foucault is that the core values described by Chomsky can be found in civilizations that had no contact with each other. Therefore they are either innate or foundational properties of a functioning society.
