Yes, but... Have you been to Lusaka? I was there 10 years ago, and I feel the images in the site are targeting what most residents wish they had: proper garbage collection and security.

It's very interesting to hear what someone sees in these images, depending on where their background. 

For example (take it with a grain of salt, I only lived there for a week or so). A house like this in Lusaka would have a high fence and probably barbed wire. What may look like a "why did they put this here?" photo to someone living in EU or US, reads "no crime".

Like I said, I'm far from being an expert on life in Zambia. I loved the people I worked with, and I had an amazing time there. I would really, really like to get feedback from someone who has spent much more time there.

All residents anywhere in theory need garbage collection and security, I think though no? Or would want those things? 

Most Western network state projects have 0 plan to provide these things for residents at all — and I think thats a fail 

But to your point its interesting to think this advantage comes from the initial lack, that In some way these cities are better set up because they are more aware of the basics. Jobs, city services, education, safety 

I also think more security forward posture will come to USA. Give it another 10 yr
