There's been militas patrolling the border for years, making them feel important by giving them good boy points isn't going to fix anything. 

Also majority of guns going into Mexico and drugs coming out of Mexico are carried out by us citizens, which further complicates the whole let's just create new private armies ( that will probably not be regulated)
