Ps: always felt good l1 (also DeFi) teams should hire more top people and then spin out quality projects instead of giving grants to random teams (that will ultimately go elsewhere)

yeah exactly, grants and hackathons don't contribute to long-term participation within networks..

Grants can work but they are a bit more like venture capital in my opinion where most things will fail (and thats not how they are approached). But I would point to Aerodrome/Veledrome as something that received grants and now have a huge impact on the Superchain.
