Yeah overall I think it’s way more the latter. The propaganda is mostly due to coincidentally fitting in w the broader narrative. There’s def some odd scenes like the argument with the teacher and the idea society has things all wrong but government is 3 steps ahead with a secret underground solution. But Nolan just does his thing, idt he’d compromise his vision just to be like everyone else
