the drivers & SDK to actually use them are half the battle, same reason why FPGAs are still niche

essentially yes, they have both moats: software (CUDA) & hardware (design). Doesn't mean it's rock solid. Intel at one point had a similar thing: software (x86 ISA) & hardware (manufacturing). They lost both moats to ARM & TSMC.
