A dictatorship does not have to start wars to enrich its people. I give you as an example the dictators of Venezuela are millionaires from stealing so much and they did not need a war.

A western pot head wrote the democratic peace theory - stating democratic countries don't go to war with each other. So the west changes the narrative to good vs evil

Very bad generalization, imho. There are plenty of examples in history of totalitarian regimes that went to war to expand their domains and powers, i.e. "to win". And I could easily argue that the US wages wars to enrich their dominant classes, weapon manufacturers, oil companies, etc... Not to "win".
