Seems like one of the best jurisdictions for getting your new drug administered to patients is Australia. There's a 'special access scheme' that allows physicians autonomy to administer totally experimental drugs (preclinical) to patients so long as they can get them and the patient is terminal. They just need to notify governing bodies of the fact that they are doing this - no waiting on external approvals (outside of maybe their hospital).
