I have known a number of people in my life who have opted into TRT (or just started injecting willy nilly) before the age of 25. It's a brutal mistress because it's addicting and if you aren't careful you can negatively impact your test levels for the rest of your life. Shame on the doctors and businesses who enable this behavior.

No you can take PCT or similar - steroid users have been doing this for decades. You just have to be thoughtful
