Preemptive pardons are unprecedented (well except for Roger Stone who likely has a preemptive pardon recovered in the stolen docs case), but what's more unprecedented is an incoming president threatening to prosecute/punish his political enemies the way Trump has. The pardons were totally warranted and deserved.
