very cultural. I get 80%+ back while living in the US, ~50% in Okinawa, and perhaps ~30% in Tokyo.

Echoing zeni - in the Midwest US, it's not uncommon to smile and acknowledge people as you pass them by, but doing that in a place like New York is likely to come across as weird, at best.
