Having an argument with my boyfriend please advise: Does going to bed mean A) going to sleep B) getting in bed

if one can decide a precise time they "go to bed" then it must be B) as you cannot control the exact time you fall asleep though i would specify that in addition to having gotten in bed, the lights are out and eyes are closed
