- Howie rule is unclear on the status of users whose participation in a marketplace justifies token rewards - smart contracts without administrator access need exemption from classification as a pooled investment vehicle - MPC should be exempted from substantial control if the key holder doesn't have m of n - new classification for packaged cash flows and contractual indentures when all the cash flows occur programmatically
