The closest Ethereum's had to downtime is some large gas spikes, but that's:
1. unavoidable in a permissionless protocol
2. still way better than even 10m of hard downtime, let alone 4h+
3. mitigated by upcoming L1 scaling

Users treat exuberant fees as a defacto liveness failure. To those users Ethereum was down for all of 2021.  Ethereum fees were so bad that 99.5% reliability but guaranteed low cost was better, and thats how solana managed to get pmf.

Absolutely.  Was absolutely unusable , I remember trying aave and other defi apps only to lose more on fees than i could even dream to make in the protocol.
