Reflexive control may be a kind of informal fallacy, the difference being movie-grade plots to implement them. Isn’t it a version of a common mechanism to control narratives, victor’s story and the like?

yes; how you call it depends on the theoretical framework you adopt/the focus/personal preferences (I guess 'reflexive control' is used here mainly to highlight the continuity with the Soviet operations)
