The explanation is simple: In German numbers always start with the 10^0 digit and then add the 10^1 digit. So 39 is spelled out as "neununddreißig" (literally "nine and thirty"). That leads to an even distribution of the first letter while in other languages there are clusters at the 10^1 letter.
