A community is what happens between people when they actually interact, in the friction of getting to know each other, even if the space felt small or too loud or too weird. And when your voice doesn't echo, you stop talking.
But the real paralysis isn't apathy. It's the comfort of waiting for someone else to act so you can either celebrate or complain. Every cycle has its version of this. Something extraordinary is always about to happen. Someone else is always about to fix it.
