Does the ppl who work on how allowance is distributed have some place where they announce changes to allowance mechanics BEFORE they do it?

I see the PB allowance minimum got removed and fortunately I didn't spend much yet. But tons of ppl have over spent a ton today

Was it stated that the PB boost was just temporary and I missed it?

Changes are cool but would be great to have some info somewhere about them before they happen

Yeah they removed it. As I understood it would be done for next season then now they just did it all of a sudden
