Maybe but idk, if the perception is nothing good is built on Ethereum, and I'm a new builder trying to decide where I'm building, just seems like a reflexive failure mode tbh.
Base is the best counter. Base championing apps built on Base pulls more eyeballs at Base as an ecosystem to build on.
Counter-counter to that is "nah, it's their liquidity bro" which is probs true for a certain kind of app.
