According to Reuters, Gemini and Coinbase are expected to receive EU licenses from Malta and Luxembourg respectively under the new MiCA regulations, allowing them to operate across all 27 EU countries. Malta's fast approval of OKX and Crypto com has raised concerns among other regulators about its oversight capacity. ESMA is reviewing Malta's licensing process and plans to release a report.

The U.S. Senate voted 68–30 to invoke cloture on a substitute amendment to the GENIUS stablecoin bill, clearing the way for a final vote as early as next Monday unless party leaders agree to shorten the debate period.
