In multiple European cities now I see taxis being allowed to use the bus lane (while of course regular cars are not). What's the policy justification for this?

In BCN is like thiis, the justification is that both are public services. (not that I agree). Left-wing councils give them preference vs particular vehicles, taxi drivers' union is very strong and council doesn't want too much problems.
