Open sourced a little utility I've been using to monitor FPS and turn off features when it dips below a threshold. Handy for turning off expensive compositing or animations on lower end devices

I was confused where the actual timestamp value was coming from. I forgot requestAnimationFrame provides it. Pretty cool implementation.
