how granular do they expect DA preferences to be ultimately, at the txn level per user specification?

DA is necessary so that we can withdraw our assets to the L1 in case of emergency. (maybe I got this wrong)

But if the assets live in the L2, is DA even necessary?

In the future most assets may not even exist in the L1.
