In multiple European cities now I see taxis being allowed to use the bus lane (while of course regular cars are not). What's the policy justification for this?

normally the bus line isn't limited to bus, but public transport, like a taxi what's funny in barcelona, local taxies can be on that line but not cabify or bolt
