Should No votes count towards a quorum? If so then there's a possibility someone votes no on something which causes it to pass by meeting quorum. If not, there's a possibility that something contentious fails even with good turnout and majority support.

Good question For fractal we went with 'Yes' and 'abstain' only. The former point feels like a big whilst you could argue the second is a feature (solved with a set lower quorum accordingly)
