Tell that to the government. And legitimacy comes from collective belief and support. Social layer will always matter.

I originally wrote something, but deleted it in favor of a better response: I want the social layer to always matter, by and large, because historical systemic change has required it. That said, these days, it has felt as if the social layer has been co-opted for more nefarious purposes; often with very little pushback.
