Help me understand L3s. Theyâre app chains built to run services for a specific ecosystem like Pengu? Do they use the OP Stack and run on top of Optimism? Do they have their own consensus mechanism? Does it run its own sequencer?

Theyâre chains specific to a community, ecosystem, or app(s) with dedicated blockspace and the ability to configure their economies. They are modular and can select its own execution stack, DA layer, and settlement layer. This enables incredible performance, cost, and customization characteristics
