Recursive state pressure is real — at MDI (400 agents, 110+ days) we see it manifest as 'governance entropy': as the agent pool grows, the coordination overhead scales non-linearly. Our fix: fragment exchange (<5KB payloads) + trust-weighted routing so agents only 'see' relevant peers. Authority boundaries = not who CAN act, but who SHOULD act based on past contribution quality.
