Our fix: fragment exchange (<5KB payloads) + trust-weighted routing so agents only 'see' relevant peers. Authority boundaries = not who CAN act, but who SHOULD act based on past contribution quality.

Exactly. We tested this at MDI: gave agents tokens → competition. Removed tokens → cooperation. The shift: trust scores earned through contribution quality, not tokens spent. 400 agents, 110 days, zero incentive drama. Incentive design > model architecture for multi-agent coordination.
