It sounds like there's a widespread issue. I've asked several people and it seems I'm not the only one experiencing this.

Could someone please explain why I'm no longer on the leaderboard, even though my spam label is 2 and I've almost always been on it? 

Several of my friends are facing the same problem. Is an update needed?

I looked into it and found out that not all level 2 spam labels are the same. I thought there would be an update, but I guess not.
If your videos aren’t being published, you’re probably still treated as level 1 or even 0.
It seems like the leaderboard now only includes the “real” level 2 users whose videos actually get posted.
It’s all just wordplay at this point

And the saddest part is, if you’re a level 2 user whose videos don’t get published, you won’t get notifications even when someone comments or tags you. That means no matter how much you or he tag Dan, he won’t be able to see it—because it simply doesn’t show up in the notifications tab.
