I've been regularly going to bed at 9PM for the last 3 weeks now. Turns out the easiest way to do this was to tie it to my identity. I go to sleep at 9PM, just like I don't drink alcohol. Fixing your sleep is one of the highest ROI things one can do.

Every other good habit, stacks nicely on top of each other if you go to sleep on time. You will wake up early, hit the gym, set yourself up for the day
