Coinbase and Gemini are set to get EU crypto licenses from Luxembourg and Malta under MiCA rules. This lets them operate across all 27 EU countries. But some regulators worry about Malta fast-tracking approvals for OKX, Crypto.com, and Gemini. They fear a "race to the bottom" in oversight.
