Some notes:
- Rounds 1-4 all used the "active badge users who follow /nouns" allowlist
- Round 5 will use an allowlist generated by the good folks at Karma HQ via nounskarma.xyz (cc @mmurthy)
- Round 5 test will be "will all casts as submissions" result in => output than reply/tag submissions
