I haven’t had a chance to read the spec yet so please forgive the potentially naive question, but…

Could a compose action initiate/trigger a cast action frame?

well you can have frames embedded in casts, but you can't interact with them from composer actions.

How it works is like a google form, you input info and then get a cast prefilled. This you can then post. 

The post can include frames, other media and text.
