Is it fair to say developing for Solana is harder than for EVM?

On average yes but that’s because sol contracts are in rust and solidity ones are in what might as well be JavaScript or python depending on one’s preferred flavor so no for rust devs imo

Yes because of skill issue I think once ones over the hurdle seems like it might be better and more useful in many ways (as someone not over the hurdle)

it was harder because the lack of standards, dev tools and infra, what has been built last years i remember develop programs in solana when anchor or metaplex was starting to be a thing.. while evms gets open zeppelin, ethers, wagmi and all the dev tools that make our lives easier thanks to a bigger dev/builders focused community solidity is easy to learn with a js background but rust is not hard for any dev with some typed language background imo
