V3 of those formulae - corrected to show that you just need to get your all time cast counts up if you want the majority of your reactions to be recognized by the allowance formula

This explains what I saw empirically a few times: some days the allowance jumps up a lot, which probably means that you hit the next threshold of cast_count_all_time
