In multiple European cities now I see taxis being allowed to use the bus lane (while of course regular cars are not). What's the policy justification for this?

Curious about how much taxis pay the city to use bus lanes? Most cities like Los Angeles, buses are equipped with front cameras that capture footage of vehicles driving in bus lanes. If you drive in a bus lane, you may receive a ticket based on this camera evidence
