Do you think ETH is better money when 80-100% of ETH is staked or when the majority of ETH is not staked? I think the spirit of the proposal is to make sure we preserve ETH as credible neutral base money and there are good arguments this erodes as more and more ETH gets staked and the clock is ticking in that regard
