I don't really know. Probably institutions?
But I don't think that really matters. I see this type of prioritization similarly as something like, say, a browser deciding to integrate social media sharing features before it implements TLS. The web customer segment that cares most about the encryption/integrity/verification that TLS provides isn't really the point; it's about bringing the security benefits of TLS to everyone, even those who don't know they need them.

if you combine that with access to capital from dumb money, it is a good recipe for frankenstein stacks and obvious things that don’t get implemented
