After some digging, it looks like https://github.com/ethstorage/web3url-gateway does, but it does not support the part of ERC-5219 that's about the use of `message/external-body` in the response to point to offchain resources. Filed https://github.com/ethstorage/web3url-gateway/issues/66 about using this for IPFS.
