Elon Musk might be too conservative with his Chainsaw. If he instead fired ALL Federal workers — 100% of Government — (including the President, of course) he would render 3-million Americans unemployed but, looking on the bright side, he would save 4.3% of the Federal budget !

and I agreed that if it was to save 4.4% he would cut 100% of the government. But alas, it would achieve that metric.
