AFAICT this is fixed now.  The version number shouldn't matter (as long as it is a valid value). But you're right that the primaryCategory is case sensitive.

i have a theory. when we first set the category, we set it to "Utility" instead of "utility"

We later changed it once we realized the manifest definition was case sensitive, but we didn't update the version number. Is it possible your system indexed it with the old capitalization, and is now disqualifying us from appearing due to stale data?
