I'm Brazilian, and you've probably heard about the catastrophic floods in the south of the country. Over 100k houses have been destroyed. Millions of people impacted.

This is a complete failure of the State.

We urgently need startup societies to innovate in governance to be able to tackle 21st-century challenges.

because the state has the monopoly over infrastructure, trillions in budget, and despite similar incidents occurring every year, nothing is done.

What would you do to prevent such situations?

there are countless possible solutions, many of which remain unknow and would be discovered by innovators much like in other industries. But a few examples: modernize sewage, clean rivers with solutions like The Ocean Cleanup, better architecture such as those earthquake proof, etc etc.
