SEC's Hester Peirce says token issuers should talk to the SEC. Tokenized securities are still securities, so follow the rules. Some tokens without legal ownership rights might be "security-based swaps" – retail can't trade them off-exchange. The SEC is open to working on exemptions and updating regulations.
