They did something like on the sets of "House M.D" and the crew seemed to love it. Each week they took $5 from everyone and put everyone's name in bucket. A name was pulled from the bucket and they got the bucket of money.

right, of course, not just the size but the strength of connections: strong connections, could probably scale to larger sizes. weaker, smaller

Depends on the community. It would work for a larger number if people belonged to a known community - a classroom of ~60; a cohort of ~100; 

I'd say 30 would be a good starting point for a group you haven't heard of.
