gonna optimistically go with the former.  And sure there are plenty of examples of pauper geniuses - I suspect they are outliers.  If one's art truly is great - then at least today - it's likely to be found.  (Of course this does depend on how is judging "great" - if it is a future audience then you're shit out of luck ;-p)
