The U.S. and Mexico are close to a deal scrapping Trump's 50% steel tariff on limited imports. Led by Commerce Secretary Rutenik, the talks exclude Trump. Under the new terms, U.S. buyers can import tax-free if shipments stay below historical trade levels. The cap will be higher than a 2019 agreement during Trump's first term. Last year, Mexico supplied 3.2 million tons, 12% of U.S. steel imports. The 2019 deal capped imports at 2015-2017 averages.
