Is it smaller arb trades filling all the block space now?

I think “arb gas increases proportionately to total gas” is the default assumption. But I can also imagine that there might be economies of scale, where arbitrary tx get larger but fewer relative to all activity. WDYT?

I’d have thought arb and retail would need to increase roughly proportionally
