For context, the explicit terms of the H1-B program state that a company needs to actually put in effort to hire US workers and prove they couldn't find them. It's really supposed to be for exceptional talent in regions where it's hard to find Americans who live near and can be hired by these companies.
Cloudera systematically set up processes to hire *only* H1-B and foreign workers without even including applications from US citizens in an effort to maximize profits.
